Arthur Pugsley

Arthur Pugsley joined Chatten-Brown & Carstens in 2007. He received his Juris Doctorate from UCLA after a course of study that emphasized environmental and land use law. Arthur was Articles Editor of the UCLA Journal of Environmental Law and Policy, and President of the UCLA Environmental Law Society. He is admitted to the California State Bar, as well as to the federal Court of Appeals for the 9th Circuit, and to the federal District Court for the Central District of California. Arthur holds a B.A. in Government and Environmental Science from Harvard University, and a M.S. in Environmental, Coastal, and Ocean Science from the University of Massachusetts. He has12 years of experience in government administration and environmental management, including eight years as a Senior Environmental Analyst implementing the Massachusetts Environmental Policy Act (MEPA, the Massachusetts analog to CEQA), and four years experience implementing state and federal wetlands and water quality laws. Arthur has also published articles on environmental and administrative law, including the lead article for the May 2009 issue of the California Environmental Law Reporter (CELR), discussing the proper timing of CEQA review, and the lead article in the March 2008 issue of CELR, co-authored with Doug Carstens, which traced the development of CEQA’s “substantive mandate.” Arthur has also taught or co-taught several CEQA community training seminars for the Planning and Conservation League Foundation. Arthur lives in Los Angeles and is an avid hiker.
