Arthur Pugsley is the new
Chatten-Brown & Carstens
fellow, coming from UCLA Law
School with over 12 years of
experience in government
administration and
environmental
management. Arthur
holds a B.A. in Government
and Environmental Science
from Harvard University, and
a M.S. in Environmental,
Coastal, and Ocean Science
from the University of Massachusetts.
He received his Juris
Doctorate in May 2007 after
a course of study that
emphasized environmental and
land use law. He was
an Articles Editor of the
UCLA Journal of
Environmental Law and POlicy,
and President of the UCLA
Environmental Law Society. Prior
to law school, Arthur spent
eight years as Senior
Environmental Analyst at the
Massachusetts Executive
Office of Environmental
Affairs. He
implemented the Massachusetts
Environmental Policy Act (MEPA,
the Massachusetts analog to
CEQA). Administering
MEPA gave him exposure to a
wide variety of complex
environmental issues,
including energy, air
quality, water quality, and
land use. Arthur
oversaw the environmental
review of more than 800
large public and private
projects under MEPA.
Before joining state
government, Arthur directed
the implementation of state
and local wetlands laws for
the city of Boston where his
work focused on water
quality and public
waterfront access.
