Carstens, Black & Minteer (CBM) is a small, public interest law firm originally established in 1995 by Jan Chatten-Brown and joined by Douglas Carstens, Amy Minteer, and Michelle Black in subsequent years. CBM's practice focuses on environmental, natural resource, land use, municipal, and government law. We offer a wide array of litigation, counseling, and planning services, and litigate in both state and federal court. CBM has achieved a high degree of success in the majority of its endeavors. In reported appellate cases, our firm has an over 80% success rate.
